Preheat the oven to 450°F (230°C). Line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, and salt.
Add the cold butter cubes and use a pastry cutter or your fingers to cut the butter into the flour until the mixture resembles coarse crumbs.
Pour in the milk and stir just until combined. Do not overmix.
Use a spoon or scoop to drop the dough onto the prepared baking sheet in heaping tablespoons.
Bake for 12–15 minutes, or until the tops are lightly golden brown. Serve warm.
