Preheat the oven to 375°F (190°C). Grease a baking dish with butter or non-stick spray.
Melt the butter in a saucepan over medium heat. Stir in the flour and cook for 1-2 minutes.
Gradually whisk in the milk until smooth. Add the cheddar cheese, garlic powder, salt, and pepper.
Simmer until the cheese sauce thickens, stirring frequently.
Layer half of the potato slices in the prepared baking dish. Pour half of the cheese sauce over the potatoes.
Repeat with the remaining potatoes and sauce. Top with grated Parmesan cheese.
Bake uncovered for 45-50 minutes or until the potatoes are tender and the top is golden brown.
