In a large skillet, heat olive oil over medium heat. Add the diced onion and green bell pepper, cooking until softened.
Add the ground beef to the skillet and cook until browned. Season with salt and pepper.
In a separate pot, cook cheese tortellini according to package instructions. Drain and set aside.
Reduce the skillet heat to low. Stir in heavy cream and shredded Provolone cheese until melted and smooth.
Add the cooked tortellini to the skillet and toss to coat in the creamy sauce.
