Preheat your oven to 375°F (190°C).
Bring a large pot of salted water to a boil. Add the cauliflower florets and cook for 5 minutes until tender. Drain well.
In a medium saucepan over low heat, combine cream cheese, milk, garlic powder, onion powder, salt, and pepper. Stir until smooth.
Remove from heat and add 1 1/2 cups of cheddar cheese, stirring until melted.
Place the cauliflower florets in a baking dish and pour the cheese sauce over them, stirring gently to coat evenly.
Top with the remaining 1/2 cup of cheddar cheese.
Bake for 20 minutes or until the cheese is bubbly and golden brown.
Garnish with chopped parsley before serving.
