Cook ramen noodles according to package instructions, then drain and set aside.
In a small bowl, mix soy sauce, hoisin sauce, sriracha, and water. Set aside.
Heat sesame oil in a pan over medium heat. Add garlic and ginger, and sauté for 30 seconds.
Add bell peppers, carrots, and green onions, and stir-fry for 2 minutes.
Pour in the sauce mixture and let it simmer for 1 minute.
Toss in the cooked noodles and stir until evenly coated with the sauce.
Garnish with sesame seeds and serve hot.
