Preheat oven to 375°F (190°C). Grease a 9x13-inch baking dish.
In a large skillet, cook ground beef over medium heat until browned. Drain excess fat.
Add diced onions and minced garlic to the skillet. Cook until softened.
Stir in diced tomatoes, salt, pepper, paprika, Worcestershire sauce, oregano, and thyme. Simmer for 5 minutes.
Layer chopped cabbage at the bottom of the greased baking dish.
Spread the beef mixture over the cabbage evenly.
Pour beef broth over the mixture and top with shredded cheddar cheese.
Cover with foil and bake for 30 minutes. Remove foil and bake for an additional 10 minutes until cheese is melted and bubbly.
Serve warm, optionally with cooked rice for extra heartiness.
