Preheat oven to 375°F (190°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.
Add the onion, bell pepper, and seasonings to the skillet. Cook for 3-5 minutes until softened.
Stir in the uncooked rice, diced tomatoes, and beef broth. Bring to a simmer.
Transfer mixture to a greased casserole dish. Cover with foil and bake for 35 minutes.
Remove foil, sprinkle with shredded cheese, and bake uncovered for an additional 10 minutes until bubbly.
Let cool for 5 minutes before serving.
